Yes, a Muslim woman can execute a gift deed or a memorandum of gift or an affidavit of a gift (HIBA NAMA) duly notarized by a Notary Public.
Although Muslim gifts (Hiba or area – the latter only concerning the usufruct of a property) do not have to be registered in order to be valid. The reason behind this exemption was mainly that Muslim gifts can be made orally, hence not requiring any written instrument to complete the transaction. But it is always best to have a registered GIFT (HIBA) due to some technicality of other laws, especially in the case of a gift of property.
